That looks like a just plain old BAD IDEA!
But, I'm a sissy about spark-em-zap-em-fritzy stuff.

I bet that the guys who are left alive after a few years are good at it and know what they are doing.

Is ice REALLY a problem on power lines? A question for those who live where it gets cold.
Is it just the excess weight ? (they would be a better conductor when cold)

I think it's the sudden rebound when a long section warms up enough for it all drop at once.
KInda like dry-firing a bow with no arrow - lots of energy release and it's concentrated in the power line as a tensile member.

But . . .

Removing ice from a bridge 320 meters high...the ice was falling onto the roadway below which is "somewhat" hazardous.
