if this isn't CGI, that mix is WAY too wet.
Plus the rungs should be leaving marks, I don't see any....

Why? If it works he is an intelligent fellow that is getting the job done. What is wrong with that?

You already answered your question. The rings will flow out. Screeding is only a leveling of the concrete and a bringing to the surface the fine particles that allow a smooth top finish.
