Shake-starting a siphon. I guess somewhat reminiscent of a jiggle siphon. Yes, he should hold the entire tube under the waterline to start it too, but I guess he's demonstrating the shaking effect.

learning the thumb to hose open and close technique can take some practice but it sure beats mouth to hose when siphoning gasoline or chemicals.
At my uncle's farm on Co. use boys had the responsibility of working the tubes in the irrigation canals of the potato fields. The Mathes farms had miles of irrigation ditches with 2 and 4" curved tubes to siphon through. Us 8 to 10 year old boys moved a lot of tubes through out the summer. Enough tubes to suck all of the water out of the canals and ditches that a dozen 12 to 24 inch wells could produce
