    I would think that this operation would be more closely related to the tide - do the upper portions at low tide then come back at high tide and do all the lower (now completely under water) portions. Getting battered by each wave looks miserable.

    By using a product by the name of Hycote a 2 part epoxy specially formulated to be applied underwater. it has an exothermic curing principal
