    i'm not ready to agree the fire is sparked by the backhoe. It looks more like already hot stuff is being exposed so it will extinguish. Maybe it's a foundry furnace?

    Digging around the base of a below-grade fuel tank that had leaked?

    Or it may be the aftermath of some fire and that's a bed of charcoal, ready to ignite somewhat when exposed to oxygen?

    I think that is foundry slag. Is that panel glowing red hot to the left of where the machine it digging? Also the "puddle" seems to move, like there is liquid under the surface.
