Looks like they might need to extend that stick and boom a few inches.
Not sure why they would have made it that tall. the boom and stick are too short to reach the floor of a rail car, but they may be planning on changing them out as well as install a smooth lip bucket. I would also suggest filling the 4 legs at least 1/3 of the way with weight for stability.
They have altered the center of gravity greatly and although the frame is wider than the original chassis the track group is not any longer
