At 21 sec, I don't see anything that resembles concrete damage. And at the 28 sec, the wheels appear that makes me think this assembly is held in place by the tension of the cable of the tram, and the adjustable tension hold. That component, appears to have failed, and let the floating assembly flip over as the long strung cable fell off.
Lowest bid contractor, went with the cheap Chinesium grade 1 bolts instead of quality grade 8, lowest bid contractor now missing and presumed dead...........
Just seeing how far back the turnstile wheel was in the machine building, I would guess, the main cable had stretched beyond the tension screws, and I bet someone used a chain hoist to take up the slack till the main cable gets replaced. Something was not robust in what ever connection in the tensioner, that appears to have failed.
