With those headlights mounted in the bumper the suspension would need 2 feet of travel just to get them up high enough off the ground to be legal in most places
That might have been used as a rear end steer for l-o-n-g concrete beams, then somebody has bought it at an auction and chucked a pocketfull of dollars at it to tart it up. Here's a pic of one working and it's even lower that the first pic. This works well when the beam is long and there are tight corners to negotiate, truck has a bolster fitted to the turntable, then down the rear end is this jigger with another bolster fitted, then loaded with a 100ft concrete beam and away you go. Oh this yellow jigger is a highly modified R model Mack and the first time a new driver is in it, he MUST have a spare pair of undies with him, bloody frightening with the load over the top and the ground just a few inches away from your butt.
