Sure the paving is fast but what about the 6 - 8 months of site prep with utility relocation, property allocation, sewer and storm drain installation, grading, compacting, aggregate, and reinforcement?

No! They should pave faster and do all the prep faster too. We had a highway section about 3 miles long that took almost 2 years to widen by 1 lane and the utilities had already been moved a few years before they started the project. I just think seeing the paving makes the whole process look fast and it isn't.
