Nice personnel elevator but I doubt if even I could manage to get it approved as an elevator for human travel without adding a few features. As a dumb waiter lift maybe. The problem is due to the way the stabilizing bars telescope given their slender diameters are no positive fall arresting mechanisms These could be designed into them by using the same technique as is used on pipe bar clamps but would have to be held in the open position with a velocity controlling mechanism getting such a device approved presents its difficulties. I had lots of hoops to jump through in several countries when I was building freight elevators

Yep, there is that too, not only must the occupants not be able to fall of injure themselves, or there be any pinch points where even something as small as a child's finger could reach all entry and exit points of an elevator must restrict people or animals from possible injury
