Definitely not OSHA approved! Hands so close to the cutting area is a big risk. There should be a guard, or devices to hold the hands away from the area. Also running the press without stops is risky. At 8 seconds check the cuts on the back of the operator's hand, plus blue tape on two fingers.
Here they are using up bits of scrap metal. Normally the press would have a feeder for strips of sheet metal. Nasty burrs on the washers, poor die alignment.
I built a washer die in trade school like this.
