Don't know what it is either but those suction cups all over the machine and his seat remind of some sea creature.

It looks like a greatly improved monowheel design. This lets you dedicate the big wheel to driving only, while the outrigger wheels brake. Looks like you still turn by leaning, but Look Ma! No Gerbiling! (so called when the monowhel stops suddenly but the rest of it doesn't; the inner structure tends to continue rotating, much like a gerbil in a fast exercise wheel doing a loop-de-loop.
