What is that stuff? It looks like foam or something. Limestone? Sandstone?

It is limestone. The cubiod shaped stones are used in building houses, churches and in the past fortifications. It can be shaped or sculpted in any shape needed. Bigger stones are sculpted into statues and monuments.

Indeed, these limestone blocks are "harvested'' from quarries; measuring 27" x 9" x 11". I know this particular fellow, he is from Gozo, owner of NTG Contractors, the quarry is overlooking the famous Dwejra Bay with the Fungus Rock, ex Azure window & inland sea...
The dust is not much of a problem, as it is quite damp when being cut & settles easily. Blocks that size weigh about 150 lbs each,
As mentioned, custom measurements are ordered, and in this size up to 6 foot lengths are ordered by the Master Mason for particular uses, eg Lintel blocks to span over door-ways. Houses are built using one 9'' block, but larger buildings use 2 thicknesses thick walls to support larger concrete-slab roofing.....
