He very likely used that needle to make a tiny hole in the bottle top.
That is a small tree. Looks like a recent transplant. Slow watering like that is very effective. Any water that is not absorbed by the tree will trickle down into the loose soil around the tree. Then leach out into the surrounding soil.
Watering on the surface, in that situation, is not as effective. There are no roots very far from the tree. From the looks of that dry environment, water on the surface would evaporate long before it has an opportunity to leach down into the soil.
Water is a very precious commodity in many/MOST areas in the world. They do not waste it like we do here in the US. WE can learn A LOT from the way people live in areas like that!!!
