I wonder if he knows that heavy wall pipe has manufacturing tolerances and is not exactly round?
It looked pretty round in the after video. I suspect that "pipe" was a translation of whatever word his native language uses for tubing stock, rather than what we'd call pipe, and that what he used was a more round than you're assuming. Regardless of how true the chuck is, out-of-round material would not spine true.

I am sure I saw that lathe on E-Bay listed as older lathe with refurbished 3 jaw, runs very true.
dam he should get a job in china!! that chuck was cleaner than the new china chucks & bought then tore appart to make them ready for usage. if I had a old dead chuck ,instead of welding I think I would use centering ring on outer jaws and inner jaws and see witch is closest then start reworking.
