Yes, it's a cat carrier. It's been around as a cartoon for a long time - MasterMariner's example is typical - but someone has actually built one.
However, being a cat fancier myself and not liking dogs much, I prefer to call it a dog carrier - especially useful with those, yappy, supremely annoying breeds like the chihuahua.
Dogs will follow you lovingly. Cats may need such a device. At a guess I would say it could be an apple corer?
