Well, that does not look deadly at all. I wonder if the shield was part of the original design or an after thought? But it does appear to be effective.

It's a flail.

I have not seen chains as flails, would seem to be the weak link (pun intended)...

Not that this guy would do it, but the broken chain hurtling backward is also a hazard. His guard is only for keeping the debris from covering the operator.

All three of my flails have full 180deg covers and side covers as well.

That's a window breaker there! The guard should cover the chains all the way to the ground on all sides like BuffaloJohn said
