I’m not convinced that this is ice, it looks more like a salt farm to me. Why would anybody be driving around in circles on ice with a scraper blade. I think he is scraping crystallised salt into ridges, plainly visible between each pond. He has just driven into a hole or soft patch. The white stuff all around is just wind blown salt.

A man fell into a frozen fish pond with a tractor when clearing up snow in northern China. Video filmed in the city of Zhaodong in Heilongjiang Province on December 8 shows a man named Zheng driving a tractor along a frozen fish pond to clear up the snow. However, the icy surface suddenly cracked under the tractor causing Zheng and the vehicle fell into the more than 4-metre-deep pond. Fortunately, Zheng climbed out of the icy pond by himself.
