A properly designed FEL doesn't put the load over the front axle and without the ability to tilt this can only be used on a horizontal surface or up hill.
I have one similar to this. I can drag it to fill or turn it around and push to fill.

I used one a lot as a kid to dig stock ponds with. Pushing to fill is not the best way to use them, even without tilt they have a tendency to try and dig in too deep. Optimally you want the bucket nearly level to the ground and just scrape very shallow cuts. If they are made right there will be a secondary top link with a latch that allows the cutting edge of the scoop to make the cut then unlatch the secondary link when raising and it will tilt back some to hold the material in. once you get where you are going release the dump latch
