    Saw the one on the golden gate bridge in operation once. It was moving those big barriers though.

    They aren't....it's moving the barrier from one side of the lane to the other.

    Yup, they are there to prevent head on accidents that were to often. But they are also used to change lane numbers depending on the traffic flow.
