This looks like a tool that could be used for getting water out of a well or from a water source where you did not have easy access. My thinking is that the title gives the wrong impression and we are just seeing how it works. I think it has merit for a particular need that we just don't know about.
Funnels work better

When I have to paint I use KBS products
Cut the plastic bottle in half to make a funnel.
