I don't get it. Are these pre-cast protective caps for rebar? Judging by the sleeves around the rebar, they always intended for these caps to be removed. Why wouldn't you just frame it up with plywood or OSB instead of making something so labour intensive? They would have had to make forms to pour these covers, why wouldn't you just leave the form in place and skip the concrete pouring step? There must be something I'm missing.
