Seeing some video accounts of Russian military equipment being used in the Ukraine, I really wouldn't be surprised to hear that the aircraft contractors installed automobile brakes to save ("skim") money off the top!
At first I thought it was a take off which I was assuming was too heavy and then aborted with the chutes but maybe it was a really bad landing. Bad choices either way.
