I do firmly believe the decommissioning and destruction of 1000's of short medium and long range missiles and warheads by both the USA and now Russia has been partially a mistake

MAD (as mentioned by mklotz), and more broadly, deterrence theory - are both well within the spectrum of reasonable conversation about preventing armed conflict. It's possible that weapons buildup may prevent more destruction than weapons decommissioning. True or not, this is a difficult irony to accept.
