Seems as though you could replace the pigeon with a current government employee and the end result will be the same..

Pigeons have outstanding eyesight as do many other birds. I saw something on TV a long time ago in which they were training pigeons in a similar manner. They were however, ultimately looking for survivors on life rafts at sea. They are much more difficult to see than one would think. I guess they abandoned the idea for whatever reasons because I never heard about it after that.
