A tool is a device for manipulating energy. A weapon is a device for manipulating energy. The difference between a tool and a weapon is in the mind of the user. Claw hammers (among many other types) are designed and intended by their designer for use as a tool. They still get used as murder weapons frequently enough. There have been times in history where there were hammers designed for war in common use, as well. I used to do medieval recreation, in steel & leather armour, with padded rattan swords, and certain types of pole arms. War hammers were not allowed as they concentrate too much force, such that even a rattan war hammer could be deadly. It's bad form to kill your playmates.
