Would love to see the reaction if the device failed to activate until the thief jumped into his waiting get-away vehicle....

Did it have CA glue on the handle? I dunno, but whoever came up with this, surely didn't get a patent...right?

I used to have a collapsible stainless drinking cup. About a 1/2 inch tall when collapsed and held around 8 ounces when extended.
That twirling stick looks to be about 55 mm by 27 mm in her hand and extends to at least 2 meters assuming each segment extended by 50 mm it would take 40 segments lets further say that there was a 3mm hollow center for the compressed activation spring this would leave around 12 mm per side to fit the segments into or each segment would be around .3 mm about twice the thickness of the tape in a tape measure or in American standard sheet metal gauge 30ga

The handle was spring loaded to retract when the telescopic radials extended.

I wonder if it might be compressed gas operation?
