It looks like slag but it is probably the weld which barely held on. Cause - not enough heat, wrong rod, contamination...

Nothing has gone wrong so far in that gif. the removal of the slag was a perfect release on a vertical weld. only by cutting the coupons and subjecting the weld to a bend test will show if there is any fault in the weld. examining a cross section of the cut will show the penetration. bending will either break the weld in the center or separate it from one plate or the other or if the weld is strong enough both plates will bend eventually the weld will be broken or the base metal of the plates will be torn apart at the edge of the heat effected zone.
Never try to tell me it can't be done

Nothing went wrong except for a lack of comprehension on the part of whomever labelled the pic. He obviously had no idea what he was looking at.

Yep, looks like a very good weld. Of course, as mentioned, the proof will be in the bend test.

In my defense, I took the title as accurate - why would anyone lie when naming a video...

I don't think it is a lie as much as someone not knowing what they are seeing. The is acrually how slag is supposed to come off a weld. It is just that a lot of people are not proficient enough do make it happen like that.

This is how slag should pop off. Even when stick welding. This is SAW welding. But the slag ideally would come off like this.

For a vertical weld it look pretty good. I'd be very happy to see slag chip off so easily in one piece.
