This is a video that only shows us a part of a solution to a problem. The gear attached in the back is convert the direction of the work. The red tape on the sheave and the red tape on the chain are probably a means the indicate then the "work" is at a particular point. I can envision this as a means for opening locks on a river or a door of some type. Or possibly the background framework is holding a means of cranking this chain in a horizontal manner?
