What the hell was supposed to keep that thing from spinning – let alone swinging? Personally, I think I'd have some choice words for that crane operator.

Saw some video from perhaps the 90's that showed a similar basket that was lowered over the edge of a sky scraper by a cable at each end. The wind took it and used it as a very effective battering ram against the windows. Even rigged from both ends the wind had its way with it, spinning it 90 deg to the building to slam it end on into the windows. The workers were pulled in through the broken window openings. Hope the pay is worth it, then again dead men spend no money.

If the crane operator is wise he won't let them down.

As suther51 stated the wind can be horrendous on those tall buildings there are updrafts downdrafts and eddy currents all in action sometimes at the same time and these are augmented by the architecture of the building. The best thing that operator could have done once the basket started twisting and swinging would have been to swing away as far as possible from that or any adjacent buildings then begin lowering them to the ground the movement of the basket would have lessened as they were moved further way from the building surface.
The workers might have been seasick but not battered when they reached the ground.
