    Is this a result of the tide coming in? If this is a regular occurrence, couldn't they install a breakwater to dramatically reduce this effect?

    Well, with a handy coastline, possibly. Very few private boats use 'our' portion of Missouri river; do have very large lakes, unless the wind is up, Monty is solid.
