It looks to me like she was talking on her phone and got off balance and tripped stepping off the curb without realizing there was a step down. I was kinda glad there wasn't any sound so I didn't have to hear her head pop when it went under the tire.

Not a phone, probably a scarf or her hair that you see. Watch at the very beginning, as she is walking up to the intersection there is something black sticking out from her hood not a phone. in her Left hand as she brings it up the brush aside or hold whatever it is in her face. She just had an unfortunate stumble that nearly cost her, her life. Not a distracted stupidity mistake.
