Biplanes can generally fly at a very low speed before losing lift, around 35 knots or so depending on the model. Rigid airships could cruise at a surprisingly fast 70 knots. England and the US tried this with some success, as Frank S stated above. The video may not match the title. Germany didn't use zeppelins or biplanes much after the start of WWII.
