If the modules were properly planned which I do not doubt they probably were. Then just about everything would be plug and play.(note the 12 second point where pipes are sticking above the top of the module) For water and waste a simple matter of belled pipes to accept the one above then after the module has been lowered in place a compression clamp would be all that would be required for the water each module would be pre plumbed with a pressure reducing delivery valve. It is a general practice to have water storage on the roofs of high-rise buildings.
Most countries are smart enough to use 3 phase electricity so a 5-conductor pin and socket system requiring only to be tightened afterwards as well.
Chinese engineers are nothing if not efficient in designing systems to fit together perfectly on very large scales, I'd almost wager the only thing left to do by the end of the day would be to flip on the circuit breakers and fill the water storage. People could be moving in by nightfall
