These are known as (continuous) belt 3d printers and they have been around for a while. I seem to remember Naomi Wu was a proponent of them and was working with somebody to develop one, but she's mostly dropped off the web a couple of years ago.

Core XY printers seem to be where the marketplace is today. Materials and belt compatibility are issues.
