Funny story: When we had our explosives permit I asked our inspector: The Orange Book says air bags are explosive devices and are to be kept in a magazine and all other explosive rules apply. Is that right?
atf: yes, it is.
me: Then how is it just about every car has these in it but the drivers and owners not only don't have to store them in a magazine, under age kids and even foreigners are allowed to operate the vehicle. That's possession of an explosive device without a license, endangering a kid, and ... RUSSIANS can rent cars!
