Airplane vs. helicopter collision - video

A Piper PA-28R-201 airplane collides with a Robinson R22 helicopter. Happened at Clearwater Air Park (KCLW), an uncontrolled field in Clearwater, Florida. No injuries. 1:06 video:

Who's at fault? Aviation rules are clear here: if you're a chopper pilot, the fixed wing is at fault. Fixed wing pilot? Then of course the chopper is at fault.
