Funkmesswagen translates into "radio measuring car".

In the 80's I lived in Oregon and had a landlord who was a German national. He told me that in Germany you are taxed annually for every single radio and television you own, and that the govt. has vans that drive around with equipment that can detect the RF energy put out by such receivers, and that they would issue stiff fines for violations. I imagine this van is used for just such purposes, as I can't think of a reason why Austria would need a *mobile* radio monitoring rig... it's certainly looks to be for a more metro use than military.
