Hi Gang:
Without the added base plate the pieces would fall free in the other direction. I think the doors and windows are drawn in place, but they could be cut while they are all separate. Is the foot treadle a clutch or speed control?

The pedal is probably for variable speed control, similar to a sewing machine. Different versions of this are a somewhat common feature on better scroll saws and very useful for intricate work like this.
