It looks like The Strépy-Thieu boat lift They say it's the tallest in the world at 240 feet.
I found a short video of it operating. Long link but it worked for me.

Was there a car show the day of the picture? It looks like several 1920's - 1950's cars on the bridge section in the foreground. Pretty cool venue for a car show!
