    That doesn't look like concrete, it looks like plastic bubbles. The guy on top is jumping up and own on it.

    Ah yes - Ditch Paving. Here in the South we called that process "Fabric Formed Concrete". Being a DOT spec, it had a LOT of cement, sand and water. IIRC some jobs were rated for 8-10K PSI with a slump between .5 and 1 inch.
