If the person requiring restraining continues to act agitated and flail about wildly then the device wont be effective. If the person drops their arms and becomes fully compliant then there would be no need for the device to be deployed.

I know it was tongue in cheek, and agree exactly, as a real menace wouldn't have a mannequin like composure
