    Six kids were killed when that happened recently in my home state of Tasmania. Absolutely tragic for the families.

    Do they not anchor them down prior to inflation

    Yes, naturally they are tethered, but on this occasion obviously inadequately for the sudden strong gust that occurred. Once several ropes or anchors let go it's all over for the patrons and they can fall from several storeys high, fatally.

    Wind even if only a short microburst can be devastating. Not the same situation but we used to set up at trades days and car shows, always wanted to have a tent over our display booth, at one such show the rules were no anchors driven or screwed into the ground, if you requested to anchor a 20x20 or larger tent they would provide up to 12 55-gallon drums filled with concrete, 3 drums at each corner for a fee. It was always a good idea to pay the fee and take them up on their offer but many would decline the extra expense especially for the smaller tents. One year a microburst passed through and destroyed 100's if not possibly a 1000 tents, we wound up with close to 30 tents wrapped and twisted around our booth what a mess
