Where is this being done, and how long to recharge?

Definitely in China. I saw almost identical buses like this in Shanghai when I was there in Late April, 2025. It was a welcome site, as the air quality seemed much better, and no stinky diesel smell in the streets.
Additionally, in Shanghai, they have made the electric vehicle license plate very low cost compared to the gas license plate. 8 years ago, a license plate for a Shanghai plate could exceed $10,000, and maybe even more.
In April 2025, at least 50% of the vehicles on the road were electric, easily known due to the green license plate. And the air quality was way better than when I lived there from 2011 to 2016.
