    That plane is a STOL. That wing contour is high lift and with those flaps extended as they are the stall speed is probably around 40 mph or less. It does not take much wind for that plane to do a vertical descent. I was at a windy airshow once when an ordinary DH Tiger Moth landed and rolled about 10 yards before stopping.

    It's not the flaps. Its the SLATS. Look at the leading edge of the wing. The slats are extended and they are what give controllability at very slow speed by preventing flow separation at the leading edge of the wing. Very few general aviation planes have slats.
