Tractors with front end loader must keep bucket LOW when transporting, and stay away from the outer edge of slopes. In this case of car recovery, the tractor should have been brought BACKWARDS with some load in the low bucket and a safe distance from the slope.

A tractor with a front loader and no implement on the back or fully weighted rear tires is a recipe for disaster right out the gate.
Baring that though roll the bucket all the way forward connect the tow chain over the top of the bucket. This already gives you a higher pull angle plus you can use the hydraulics to curl the bucket. Curling the bucket give you more control while keeping the tractor locked down. you can also back up while uncurling the bucket keeping what you have already gained in the pull.
