There was no reason for that crane to be in the horizontal position except when hoisting cargo.

Yeah the person shooting the video didn’t do a very good job

The ship did not hit the dock, it hit another ship that was probably being loaded. It also appears the ship was running under its own power and not tugs. To reverse a ship that size the engine is stopped and restarted in the opposite direction, a slow process...

No question a serious insurance claim; slightly more than laundry bills for the harbor pilot and crane operators.

Looks to me like the ship may not have been fully at fault there. Unless the video is slow motion, the ship was moving very slow, docking speed. From the turbulence in the water, it was clearly using bow thrusters. It was in reverse as we see turbulence coming from the stern. We do not have enough video to know WHEN that crane was lowered into position. It is very possible that crane was lowered into position after the ship began its approach.

One thing is certain, the lawyers are going to make a lot of money from this incident.
