    All I've ever seen for certification test of concrete (here in the USA), cardboard helical wound forms are used. I think they are 6" diameter, and match the test machine hydraulic foot and anvil.
    I can see that a larger test specimen might give better numbers, if someone is messing with the ratio of materials.
    It does appear they are pouring a mono-pour foundation footing with thick slab of some sort.

    I've never seen this either. We always do 4" diameter cylinders in those gray plastic tubes with the caps on them. Can't say I've ever seen a concrete test fish tank before.
