I've used several methods to remove rust from metal once the oxidation has progressed enough to show bubbling and flaking the base metal will be pitted once pitting has occurred there are only 2 ways to remove the Divits in the metal either by filling or removing more base metal to blend them. The part is never going to come out of an electrolytic solution and look all shiny new.
Never try to tell me it can't be done
