I'm not at all sure there is anything still legal in California. Out of respect for a few who I know who live there, I won't call the state by its more accepted name around the world.
But I find myself agreeing with a minimum square footage for meat animals of any species. In my opinion this helps to reduce the transmittal of diseases and parasites as well as providing a better quality of meat.
Never try to tell me it can't be done

Agreed. I love eating meat, but we are playing with fire. High density animal farming, industrial dairy, even fur farms. Diseases that were previously required to become airborne to spread can now do so efficiently via close contact droplet transmission, because animals are placed so close together. Or pathogens learn new transmission tricks, like how H5N1 spreads through milking equipment. We are heavily reliant on reactive biosecurity measures like culling and pasteurization, but each transmission is another roll of the dice.
